SIDEWALKS: Why aren't they cleared in Cd'A?

What's up with the sidewalks in Cd'A? As someone who occasionally uses public transportation, where are we supposed to walk when going to the bus stop? On Kathleen and Ramsey, the sidewalks are covered and impossible to walk on. There is no accessibility to them so I'm forced to walk on the street with the traffic, snow and ice. For myself the closest bus stop is a 20 minute walk. What about the handicapped people who rely on this mode of transportation? I know there are ordinances in place for homeowners in regards to the sidewalks but what about the streets that are not residential? Seems to me this should be as much of a priority as clearing the roads.
