MOSCOW INVESTIGATION: Someone knows something

Why has no reward been offered in Moscow for evidence leading to an arrest and conviction?

Someone knows who the killer is. He had/has friends and/or family. He surely did not/does not live alone.

He would have had lots of blood all over himself, in his vehicle and/or in his room, and on his clothing.

ALL of that would be very hard to conceal afterward.

To give motivation to the idiot/idiots who know this guy offer a reward.

Are the authorities in that small town really that inept?
