NOTICE OF PUBLIC HEARING REMINGTON RECREATIONAL WATER AND SEWER DISTRICT KOOTENAI COUNTY, IDAHO NOTICE OF HEARING ON CREATION OF LOCAL IMPROVEMENT DISTRICT NOTICE IS HEREBY GIVEN December 1, 2021, at 6:30 p.m., at 30355 3rd Street, Athol, Idaho, 83801, has been fixed, pursuant to Resolution No. 6, adopted on October 20, 2021 (the "Resolution"), as the time and place for a public hearing at which time the owners of property to be assessed within proposed Local Improvement District No. 2 ("LID No. 2") may appear before the Board of Directors (the "Board") of the Remington Recreational Water and Sewer District, Kootenai County, Idaho (the "District"), and be heard as to the propriety and advisability of creating LID No. 2 and acquiring and constructing of the improvements to the District's water system as hereinafter described, and as the time and place when and where the Board will consider the creation of the proposed LID No. 2 and the acquisition and construction of the proposed improvements, and hear all complaints, protests, and objections which may be made orally at the hearing or in writing and filed with the Administrator of the Board before or during said hearing by any owner of any parcel of land to be assessed, as more particularly described below. A general description of the improvements to be constructed and costs thereof to bring the water system into compliance with requirements of the Idaho Department of Environmental Quality and to enable the District to provide growth within the District (as further described as Option 4 in the Remington Recreational Water and Sewer District Water Facility Plan, dated October 9, 2020) are as follows: (i) General descriptions of the System Improvements are as follows: Two (2) new or upgraded wells Addition of approximately 200,000 gallons to under ground storage Addition of approximately 1500 gpm booster station capacity Approximately 3250 LF transmission (ii) Costs of construction will include, but are not limited to, engineering, legal, accounting, costs of bond issu- ance, costs of interim financing, costs of financial ad- vice, the funding of a guarantee fund or reserve ac- count to secure payment of financing, and other costs incidental thereto. All work will be performed and all materials supplied after the advertisement for bids therefor by giving notice calling for sealed bids for the construction of work. Section 4. The total cost of the proposed System Improvements is estimated to be $2,835,000, approximately 13% of which shall be borne by and assessed against the properties specially benefited by such System Improvements, based upon a benefits derived method of assessment as set forth in Section 50-1707, Idaho Code. Other proposed sources of funds will be approximately 87% from the general funds of the District and funds from the Remington Recreational Water and Sewer District Local Improvement District No. 1 previously created by the District to fund a portion of the System Improvements. Written protests and objections to the creation of LID No. 2 or to the manner of assessment or inclusion of property therein may be filed by any owner of any parcel of land to be assessed with the Administrator of the Board of Directors of the District at or before 4:00 p.m. on December 1, 2021, by mailing or hand delivering a written protest, including the property owner's name and the address of the property within the LID No. 2 boundary, to the District's Engineer, Remington Recreational Water and Sewer District, Welch Comer Engineers, 330 e. Bureau of Reclamation Public Notice This is a Public Notice that the Hayden Lake Irrigation District (HLID), in working with the Bureau of Reclamation (Reclamation), in accordance with Title VIII of the John D. Dingell, Jr. Conservation, Management, and Recreation Act of 2019 (Public Law 116-9), is interested in receiving title to all relevant Project facilities and associated structures, including, but not limited to pipelines and well sites, to reduce administrative costs and increase operational efficiencies. Reclamation is working with HLID to pursue title transfer following all relevant environmental and procedural requirements are complete. Once the title transfer is complete, HLID will continue to operate and maintain the facilities in the same manner.
