USDA - Forest Service Idaho Panhandle National Forests Coeur d'Alene River Ranger District Kootenai County, Idaho The Coeur d'Alene River Ranger District of the Idaho Panhandle National Forests (IPNF) has prepared an environmental assessment (EA) and draft finding of no significant impact (draft FONSI) to document effects of activities proposed in the Honey Badger project area. The 52,600-acre project area is located on Forest Service administered lands east of the Highway 95 corridor through Kootenai County from northeast of Coeur d'Alene, Idaho to just southeast of Bayview, Idaho (T53N R2W, T52N R2W, T52N R3W, T51N R2W, T51N R3W, T50N R2W, T50N R3W, Boise Meridian). The EA, maps and supporting documentation are available for review on the project website at: https://www.fs.usda.gov/project/?project=56220. Activities are proposed to improve forest resiliency, reduce future wildfire intensity, and create a more sustainable trail system in the Canfield Mountain recreation area. Commercial timber harvest would contribute jobs and other benefits to communities, and road work would help reduce impacts to the watersheds in the project area. As provided for in 36 CFR 218.25(a)(1)(i), written, facsimile, hand-delivered, oral, and electronic comments will be accepted for 30 calendar days following publication of this legal notice in the Coeur d'Alene Press newspaper. It is the responsibility of all individuals and organizations to ensure that their comments are received in a timely manner (36 CFR 218.25(a)(4)). Electronic comments can be submitted on the project website provided above. In the "Get Connected" box on the right hand side, click "Comment on Project" to submit your comments. Electronic comments may be submitted in a format such as an e-mail message, plain text (.txt), rich text format (.rtf), or Word documents (.doc). If submitting electronic comments please put the project name ("Honey Badger") in the subject line. Written comments can be mailed to Honey Badger Project, Coeur d'Alene River Ranger District, 2502 East Sherman Avenue, Coeur d'Alene, ID 83814. In keeping with precautionary measures related to the COVID-19 pandemic, the office is not open at this time for hand-delivered submissions. If you need to hand deliver your comments please call the District office (208-664-2318) to make arrangements. Comments may also be faxed to (208) 769-3062. It is the responsibility of persons providing comments to submit them by the close of the comment period and to ensure that their comments have been received when they are submitted electronically. Comments should be within the scope of the proposed action, have a direct relationship to the proposed action, and must include supporting reasons for the Responsible Official to consider. Any comments received, including names and addresses of those who comment are considered part of the public record for this project, available for public inspection and released if requested under the Freedom of Information Act. The proposed Honey Badger project is implementing the 2015 IPNF Land Management Plan and is not authorized under the Healthy Forests Restoration Act; therefore, it is subject to the project-level predecisional administrative review process under 36 CFR 218, Subparts A and B. Only individuals or organizations who submit timely and specific written comments regarding the proposed project during a public comment period (such as this one) will be eligible to file an objection.
