USDA - Forest Service Idaho Panhandle National Forests Coeur d'Alene River Ranger District Kootenai County, Idaho The Coeur d'Alene River Ranger District of the Idaho Panhandle National Forests (IPNF) has prepared a draft decision notice (DN) for the Honey Badger project area. The 52,600-acre project area is located on Forest Service administered lands east of the Highway 95 corridor through Kootenai County from northeast of Coeur d'Alene, Idaho to just southeast of Bayview, Idaho (T53N R2W, T52N R2W, T52N R3W, T51N R2W, T51N R3W, T50N R2W, T50N R3W, Boise Meridian). Activities are proposed to improve forest resiliency, reduce future wildfire intensity, and create a more sustainable trail system in the Canfield Mountain recreation area. Commercial timber harvest would contribute jobs and other benefits to communities, and road work would help reduce impacts to the watersheds in the project area. An environmental assessment or EA (a site-specific evaluation of management activities proposed in the project area) was completed and circulated for public review in May 2021. The draft DN describes the decision to proceed with the Honey Badger project, information about the project, and supporting rationale, including a finding of no significant impact to the human environment. The draft DN, EA, maps, analysis documents, scoping comments and other information are available to view or download from the Idaho Panhandle National Forests' website at (https://www.fs.usda.gov/project/?project=56220). Additional information provided in the project record is available upon request. All comment letters are available for public viewing on the webpage by clicking on the Public Comment/Objection Reading Room link located on the page's right-hand tool bar. The proposed Honey Badger Project is subject to the Project-Level Predecisional Administrative Review Process under 36 CFR 218, Subparts A and B. A written objection must be submitted to the reviewing officer within 45 calendar days following publication of this legal notice. It is the responsibility of objectors to ensure their objections are received in a timely manner (36 CFR 218.9(a)). The publication date in the newspaper of record is the exclusive means for calculating the time to file an objection. Objectors should not rely upon time requirements provided by any other source. Objections will only be accepted from those who have previously submitted timely written comments regarding the project during scoping or other designated opportunity for public comment in accordance with §218.5(a). Issues raised in objections must be based on previously-submitted specific written comments regarding the proposed project unless based on new information arising after the designated comment opportunities. The objection must contain the minimum content requirements specified in §218.8(d). Incomplete responses to these requirements make review of an objection difficult and are conditions under which the reviewing officer may set aside an objection pursuant to 36 CFR 218.10. Incorporation of documents by reference is permitted only as provided in §218.8(b). Mail or deliver objections to: Objection Reviewing Officer, USDA Forest Service - Northern Region, 26 Fort Missoula Road, Missoula MT 59804. Office hours are Monday through Friday, 8:00 a.m. to 4:30 p.m., excluding holidays. Electronic objections must be submitted via an email to appeals-northern-regional-office@fs.fed.us, with "Honey Badger Project" typed in the subject line. Electronic objections must be submitted in MS Word (.doc or .docx) or rich text format (.rtf). The telephone number for faxed objections is (406) 329-3411. If objections are filed, approval of project activities will not occur until the pre-decisional review process is complete and a final decision notice issued. If no objections are filed within the 45-day time period, implementation of the decision may occur on, but not before, the fifth business day following the end of the objection filing period, depending upon the availability of funding. The responsible official for this project is District Ranger Dan Scaife, Coeur d'Alene River Ranger District for the Idaho Panhandle National Forests. If you have questions about the Honey Badger Project, please contact District Ranger Scaife (dan.scaife@usda.gov) or Project Leader Kerry Arneson (kerry.arneson@usda.gov) at the Coeur d'Alene River Ranger District, (208) 664-2318.
