NOTICE OF PUBLIC HEARING TULLAMORE VISTA ANNEXATION (File No. ANNX-0007-2020) NOTICE IS HEREBY GIVEN that the City Council of Post Falls will hold a public hearing at City Hall, 408 Spokane Street, on the 16th of March, 2021 at 6:00 p.m., on a request to annex approximately 20 acres with a Residential Mixed (RM) zoning designation to only permit single family (attached or detached) or duplex housing. Residential Mixed (RM): The Residential Mixed (RM) zone is intended to accommodate a mixed residential community with a variety of housing types at varying densities within the development area. Small scale neighborhood commercial/office uses may be suitable within the RM zone. This zone should be applied in areas designated for a residential land use pattern within the Comprehensive Plan's Future Land Use Map. Approval of the Residential Mixed (RM) zone requires a development agreement regulating the development of the site. The RM zone is appropriate for: a)Areas designated Low, Medium, or High Density Residential, or Transitional in the Comprehensive Plan. b)Areas readily serviced by collector and arterial streets suitable for higher levels of traffic. c)Areas where other public services are sufficiently availa- ble for the intensity of use. d)Areas where the configuration of municipal infrastructure and neighboring land uses are compatible with the uses al- lowed in the RM zone. Open Space Requirements: At least seven percent 7% of the total development site must be developed as open space that complies with the requirements of section 18.20.080(C)(2) of PFMC. The City Council will review the requested zoning designations against the following review criteria found within PFMC 18.16.010 and 18.20.100. Consistent with Future Land Use Map. Consistent with the Goals and Policies Found in the Comprehensive Plan. Zoning is assigned following consideration of such items as street classification, traffic patterns, existing development, future land uses, community plans, and geographic or natural features. Encourage a balance of land uses to help Post Falls remain a desirable, stable, and sustainable community. Commercial and high-density residential zoning is typically assigned along streets with a higher road classification. Limited or neighborhood commercial and lower density residential zoning is typically assigned for properties as they proceed farther away from the higher intensity urban activity. Ensure that adequate land is available for future housing needs. Industrial zoning is typically assigned for properties with sufficient access to major transportation routes and may be situated away from residential zoning.
