On Wednesday, Sept. 22, 2021, Lamarr A. “Skip” Rapp passed away at the age of 82. The following week on Sunday, Oct. 3, 2021, his wife Joyce Ann (Smith) Rapp passed away in her sleep at the age of 80.

Skip was born on Dec. 15, 1938, in Idaho Falls to Leroy and Vada Rapp. Joyce was born on Feb. 23, 1941, in East Prairie, Mo., to Hershel and Ina Smith. At the age of 18, Skip joined the U.S. Navy where he served for eight years and attained the rank of Engineman 2nd Class. On April 23, 1958, Skip married Joyce. Between the two of them, they had four beautiful daughters: Lurrina, Brenda and Ronda, along with Skip’s daughter, Lonnie Mondor.

Skip worked as a welder, mechanic, and even a ward technician in the Kootenai Memorial Hospital E.R. to support his family, while Joyce enjoyed her time as a homemaker and stay-at-home mom. Skip later started as a volunteer with Post Falls Fire Department. Joyce volunteered alongside Skip for the annual Christmas Toy Drive where she would inspect donated toys to make sure they were good as new! After Skip retired, they spent time going to garage and yard sales where Skip collected model cars and ships and Joyce loved finding glass collectibles.

On May 7, 1973, Skip began his career with the Kootenai County Sheriff’s Department as a jailer and dispatcher. He worked in numerous divisions throughout his years there. In 1980, Skip was appointed to the rank of Lieutenant and after 28 years with KCSD, he retired on Jan. 19, 2001.

Skip and Joyce are survived by her sisters Norma Krick and Janice Van Houten, their daughters Lurrina Rapp and Ronda (Ron) Martin, his daughter Lonnie (Ron) Mondor. Ten grandchildren, 16 great-grandchildren and many nieces, nephews and friends who saw them as family. Their daughter, Brenda Symons, passed away suddenly between he and Joyce.

In lieu of flowers, the family asks that donations be made in memory of Skip and Joyce to the Kootenai County Sheriff’s Employee Association, in care of The Fraternal Order of Police KCSDA FOP Lodge 43, P.O. Box 1391, Hayden, ID 83835; Newby-ginnings, 570 S. Clearwater Loop, Unit A, Post Falls, ID 83854; or the American Legion Post 143, Post Falls, ID 83854.

The service will be held in the spring of 2022.
