DISTRICTS: Only need one

Being a dumb old ARMY guy, could you explain to me why we have all these fire districts and a KCFD? Wouldn’t it be more cost effective for the county to just have one? Same goes for the school districts.

This county is pretty small in size and population. Why do we spend so much money to support the small stuff plus the elected commissioners?

It seems to me that all the district stuff was based on 50-year-old requirements when the county wasn’t the lead agency. Since the county is the lead agency now, why doesn’t the county lead?
