NOTICE OF INTENT TO SUBMIT STATE PLAN AMENDMENT AND SOLICITATION OF PUBLIC INPUT Pursuant to 42 C.F.R. § 447.205, the Idaho Department of Health and Welfare Division of Medicaid (Department) provides public notice of its intent to submit a State Plan Amendment (SPA) to the Centers for Medicare and Medicaid Services (CMS) to update the inpatient reimbursement methodology for acute care hospitals. The Department assures these changes are in compliance with 42 CFR§ 440.345 and 42 CFR§ 447.204. PROPOSED CHANGES FOR HOSPITAL REIMBURSEMENT POLICY The SPA will transition the current cost-based reimbursement methodology for acute care hospitals to an Inpatient Perspective Payment System called All Patient Refined Diagnosis Related Groups (APR-DRGs), excluding Critical Access Hospitals (CAHs), Institutions for Mental Disease (IMDs), and State-Owned Hospitals. This change was prompted by the 2020 Idaho Legislature House Bill 351, which seeks to reduce general fund needs as well as to incentivize and promote quality care and better health outcomes. Inpatient reimbursement for acute care hospital is governed by Idaho Code 56-265. The Department intends to submit this State Plan Amendment to CMS with a requested effective date of July 1, 2021.
