REGISTRATION: Enforced for offenders

Idaho Code 18-8307 says that a sex offender who is required to register in a county has two working days to do so and must pay $80 at the time of registration.

When? At the time of registration! Pretty straightforward, isn’t it people? So if the offender is broke and has no money, the office (at the Kootenai County Sheriff) obligates the registrant to enter into a “promise to pay” type deal (which isn’t law at all) and gives the offender two weeks to pay.

Here’s my question for readers: Is the registration complete? If so, then why does the detective threaten new charges against those offenders who completed registration and are compliant? If registration isn’t complete, why isn’t the sheriff following the law, instead of allowing offenders to roam the community with incomplete registrations for two weeks? This is my third letter to The Press, two letters to Robert Norris, and one letter to the commissioner.
