OUTAGE: No 9-1-1 access

During the last windstorm our power was off for two days. We have a generator that gives us some house power. Our phone, Ziply Fiber, is a landline. It did not work as they evidently have no central switching or any emergency power for switching installations.

I sent a note with a bill and called twice after power was returned but received no reply from the company. My cellphone also said no service during the power outage.

What are older people to do if we have an emergency in such situations? For reference, I am in my late 70s and my wife is disabled. Who can get a reply on this problem?
