NOTICE OF PUBLIC HEARING On the 6th day of October 2020, at 5:00 o'clock p.m. at City of Hayden Lake City Hall, 9393 N. Strahorn Road, Hayden Lake, Idaho 83835, a hearing will be held by the City Council of the City of Hayden Lake for the purpose of considering and hearing public comments on amendments to the City Code governing short-term rentals of residential dwellings, corresponding fees for short term rental permits and renewals of the same, and to explain the reasons for such actions. The amendments would add a new Chapter 9 to Title 9 of the City Code entitled "Short-Term Rentals". The new Chapter requires the filing of an application for and issuance of a short-term rental permit with the City Clerk before any residential dwelling in the City is rented for thirty (30) days or fewer, although any residential dwelling in the City may be rented without a permit for no more than fourteen (14) days per calendar year, where those fourteen (14) days are divided into no more than two (2) stays. The new Chapter also requires the annual renewal of a short-term rental permit along with the identification of a "responsible party" who can be contacted concerning complaints about a short-term rental. Other duties of the responsible party are detailed in the new Chapter, which also limits the number of overnight guests for a short term rental based on the definition of "family" contained in City Code Section 9-2-1. The new Chapter also regulates the short-term rental of accessory buildings along with outdoor storage, trash, parking and advertising for a short-term rental. Violations of the new Chapter would subject the violator to an infraction punishable by a fine of $300.00. Three (3) or more violations in a calendar year may also result in the revocation of a short-term rental permit and the non issuance of a permit for three (3) years. The proposed amounts of the fees are $300.00 for a short-term rental permit and $100.00 for the annual renewal of the same. No later than 4:00 p.m. on the date of the hearing, any person may file with the City Clerk of the City of Hayden Lake, 9393 N. Strahorn Road, Hayden Lake, Idaho 83835, written testimony for inclusion in the record at the hearing. Such testimony must contain the interested party's name and address, a general description of the property owned by him/her, and the reasons for the testimony. Oral testimony will also be allowed at the public hearing so long as it complies with the requirements of the City of Hayden Lake City Code. Further information regarding this hearing along with the full text of the proposed amendments may be obtained by contacting the City Clerk at the address listed above. Persons needing an interpreter or special accommodations are urged to contact the City Clerk at 208-772-2161 at least forty-eight (48) hours before the hearing.
