Notice of Public Comment Period and Public Hearing On the City's CDBG Consolidated Annual Performance, Evaluation Report, and amended Annual Action Plan for Plan Year 2019 The City of Coeur d'Alene has drafted its Consolidated Annual Performance and Evaluation Report (CAPER) for Plan Year 2019 Community Development Block Grant (CDBG) funds. The City has also drafted a substantial amendment to the Annual Action Plan for Plan Year 2019 to include the allocation of CDBG-CV3 funds in response to COVID-19 in the amount of $247,124. The draft Annual CAPER and the amended draft Annual Action Plan for PY2019 (AAP) are available for review and comment from October 2, 2020 to October 20, 2020. The draft documents are available on the City's website at www.cdaid.org/cdbg and in person at City Hall, 710 E. Mullan Avenue, Coeur d'Alene, Idaho 83814. Short-term and long-term impacts may occur during project construction that include temporary disruption of the distribution system, increased noise, increased dust pollution, increased potential for stormwater runoff, and disruption of localized traffic conditions. The project contractor is responsible for managing the temporary disruptions of the system. Beneficial Impacts: Overall, the completion of the proposed project will have long-term positive effects through increased storage capacity and enhanced water distribution. Description of the Project: The proposed project involves: * Upsizing source treatment, adding open bay rapid sand filtration near existing lot, with backwash to sewer system; * Upsizing lake intake pump location, and addition of shore-based pump location; * Adding system bypass Pressure Reducing Valves; * Repairing existing storage facilities; * Replacing and upsizing booster pumps; * Replacing and upsizing lake transmission main; * Adding a storage tank to the higher reservoir; * Replacing and upsizing leaking distribution mains; and * Addressing system loss through the distribution system. Legal Notice of EA and 60 Day Notification for Openings Greater than 40 Acres Emerald Project Environmental Assessment USDA Forest Service Idaho Panhandle National Forests St. Joe Ranger District The Emerald Project Environmental Assessment (EA) is now available for comment. The Idaho Panhandle National Forests is proposing to improve forest health by increasing resiliency to disturbances such as insects, disease, drought, and high severity wildfire through vegetation treatments including regeneration timber harvest, intermediate timber harvest, pre-commercial thinning, and individual tree removal operations at Emerald Creek Campground. Fuels reduction and aspen stand enhancement are also proposed. Vegetation management, associated road work, and prescribed fire would be utilized to achieve these objectives on about 2,741 acres. Vegetation management would include timber harvest on approximately 2,508 acres, creating openings greater than 40 acres in size. Prescribed fire would be used across approximately 188 acres to deal with excess activity fuels. Although this project is focused on forest health, there will be benefits to local communities and the public in the form of marketable forest products. These actions are proposed on the St. Joe Ranger District, located in the southwest portion of Latah, Benewah and Shoshone Counties, Idaho. The project area is located west of the town of Clarkia and approximately 33 miles southeast of St. Maries, Idaho. The project encompasses 21,627 acres of National Forest System lands within T42N, R1W, Sections 1, 12, 13, and portions of 2, 4, 5, 9 - 11, 14 - 16, 22 -24; T43N, R1E, parts of sections 31 - 36; T43N, R2E, part of section 31; T42N, R2E, parts of sections 6 and 7; T42N, R1E, sections 1 - 11, 14 - 18, 21 - 23 and parts of sections 12, 19, 20, and 24 - 29 (Boise Meridian). This notice also serves as the initiation of the required 60-day notification period of the Forests' intent to request approval for openings larger than 40 acres in size.
