STAR CARD: Passport alternative

Jay Decker (Jan. 10) wrote a letter to the editor stating that he could not get a star card with all the documentation he had. One of the documents was a passport. Unless that passport was expired, he does not need to get a star card (according to the website). If it was expired, he may have better luck renewing his passport. Just wondering why they didn’t tell him that.
