AR-15: Alarming advertisement

First of all, I am a supporter of the Second Amendment, but I’m just wondering about a classified ad for an advanced class on becoming an expert at building an AR-15. How do we know that people learning this are responsible gun owners? Would these weapons be registered?

Just curious about the ad appearing in The Press.
