LIGHT: Signal needs to change

There is a traffic signal that was installed at Government Way and Wilbur when Government was widened to two lanes in each direction. This signal is active, causing the Government Way traffic to stop even when there is no cross traffic.

Wilbur dead-ends in Restlawn Memorial Park, which prompts me to question why the Government traffic has to stop for an occasional vehicle on Wilbur. I believe this signal is in Coeur d’Alene, so can the city change the lights to flash red on Wilbur and remain green on Government?
