Request for Proposals (RFP) Cultural Resource Inventory and Assessment Project Description and Overview of Proposed Construction The Coeur d'Alene Tribe is planning for implementation of major restoration actions at Hepton Lake beginning in 2020. The Tribe seeks a qualified archeologist to assist with cultural resources clearance as part of permitting requirements for the project. A cultural resource inventory and assessment of the entire APE needs to be completed for 3.25 acres that fall within the maximum extent of construction impact, as well as 2.46 miles of access roads that will be used during planned restoration efforts. The Hepton Lake project area is within the exterior boundaries of the reservation along the southern edge of the St. Joe River (47 20'44N, 116 38'44"W), is tribally owned, and is enrolled in the NRCS Wetland Reserve Program. The proposed treatment at Hepton Lake will repair the breach in the constructed levee and will be confined to the vicinity of the breach. The proposed repair includes re-sloping of the adjacent berm east and west of the breach, for a total distance of approximately 750 feet. Excavation of a keyway in the existing substrate below the repair is also planned. The keyway will be filled with compacted structural fill to help hold the repair plug in place and prevent sliding. The existing berm will be re-sloped to the east and west to the extent necessary to balance cut and fill for this repair. The repair will have a top elevation that varies between approximately 2132 and 2135 feet. Also, incorporated into the Hepton Lake berm repair is a water control structure to allow for draining of water from Hepton Lake to the St. Joe River during the winter months and controlled filling of Hepton Lake from the river during summer. The structure consists of three 36-inch circular culverts set at varying invert elevations on the river side. Each of these culverts has a flap gate on the river end and a fish screen on the lake end. The flap gates serve as one-way valves that will only allow water to flow from the lake to the river when the river water surface elevation is below that of the lake. This system will allow for draining to take place as soon as water levels reach the indicated elevations each year. The water control structure also includes an 18-inch HDPE pipe set with the top of the pipe on the river end at summer pool elevation (2128.8 feet). This pipe has a manual valve near the middle of its length that can be accessed from the top of the breach plug and manually opened or closed as needed to allow water to flow into Hepton Lake. This pipe also has a fish screen on the river end. It is assumed that access for the Hepton Lake breach repair can be made by land using the existing rudimentary road on top of the berm along the east side of Hepton Lake. This road will require some maintenance to accommodate heavy truck traffic before construction of the repair commences. Please find attached to this RFP the 90% design document and in particular see Figure 3, page 13 of the map of the construction extent. Consultant Services A cultural resource professional meeting the Secretary of Interior standards will need to provide services to ensure cultural resource clearance for the proposed activities. At a minimum, these services will include: complete inventory and assessment of the Area of Potential Effects (APE, see attached map); document findings in a heritage resource inventory report; make recommendations on avoidance measures and required monitoring provisions; and coordinate all activities with the Coeur d'Alene Tribe Historic Preservation Officer and designated staff person. Interested parties should submit a bid that identifies costs associated with each of the above tasks and naming the principal investigator and field crew. Deadline Section 106 cultural resource clearance compliance needs to be completed during low water levels in the winter of 2019/2020 prior to initiation of construction in late summer 2020. To meet this deadline, the cultural resource clearance and heritage resource inventory report should be delivered by March 31, 2020. The closing date for submittal of bids is close of business on January 17, 2020. Public Notice of Accreditation Visit The Northwest Commission on Colleges and Universities (NWCCU) will perform a comprehensive accreditation visit to North Idaho College (NIC) on April 15-17, 2020. The purpose of the visit is to evaluate NIC's compliance with NWCCU accreditation standards and policies. During the visit, an NWCCU peer evaluation team will be meeting with students, faculty, staff and NIC Board of Trustees. Prior to this evaluation visit, members of the public may provide comment on NIC's qualifications for accreditation.
