TURNOUT: More info, more voters

I’ve seen letters in The Press about the low voter turnout in our last election. Correct me if I’m wrong, but it seems a very good reason for such a low turnout. If you don’t get a newspaper with some information in it, how do you know who to vote for, let alone know where you need to go to vote and when?
I saw no sample ballots or any other information in the mail. Is it a lack of money to send information out to the voting public by the registrar of voters?
Not everyone has or knows how to use a computer (or wants to). So the next time there’s an election, more information needs to be available if they want a better turnout.
