Kootenai Metropolitan Planning Organization Kootenai County Request to Amend Existing Federal Transit Administration Section 5310 Purchase of Service Agreement for providing elderly and disabled services into and within the Coeur d' Alene Urbanized Area Notice of Opportunity to Comment Kootenai Metropolitan Planning Organization (KMPO), as the metropolitan planning organization (MPO) for Kootenai County, works in collaboration with the Idaho Transportation Department and the other four MPO's around the State of Idaho to provide funding for Elderly and disabled services. The purpose of these funds is to improve mobility for seniors and individuals with disabilities by removing barriers to transportation service and expanding transportation mobility options. These program funds support transportation services planned, designed, and carried out to meet the special transportation needs of seniors and individuals within smaller urbanized areas with a population between 50,000 and 200,000. Eligible projects include both traditional operations and capital investments, as well as nontraditional investments, beyond the ADA complementary paratransit services. Requested Amendment: This is to request an amendment to the Small Urban Subrecipient Agreement between Idaho Transportation Department and Kootenai County to modify the current grant use agreement, which only provides for purchasing service, to include the purchase of four (4) paratransit vehicles. If approved, two (2) of the four (4) paratransit vehicles will replace two (2) of Kootenai County's vehicles that have exceeded their useful life. Two (2) paratransit vehicles will be added to Kootenai Health's fleet. Several multi-family housing communities in Post Falls with large populations of disabled and seniors, of which many have fixed and/or low-income. 2. The area of Tullamore located in Post Falls contains a large number of mixed income housing, which includes low-income housing and a retirement community. Over the past three years, we have had many requests for transportation services in this area. 3. Straddling the Southern Hayden and Northern Coeur d'Alene areas there is a corridor, which contains Tesh and Community Action Partnership. These service agencies have repeatedly requested coverage. Please note: Kootenai Transit is actively working with Tesh to explore a "Ride-to-Work" Program for a number of individuals who have employment opportunities but lack transportation. 4. An underserved residential area east Coeur d'Alene and south of Dalton Gardens, which contains elderly, individuals with disabilities, and low-income residents.
