Hayden OKs annexation, subdivision requests

HAYDEN — The Hayden City Council approved an annexation request and a light industrial subdivision request at its meeting Tuesday night.

Michael and Rebecca Cerrillo requested that 4.78 acres of unincorporated Kootenai County land on west Robison Avenue be annexed into Hayden and zoned residential. City planner Donna Phillips said that planning and zoning commissioners had noted that the annexation would be consistent with the city’s comprehensive plan and current zoning in the area. Commissioners were in favor of R1 zoning as proposed, said Phillips.

Staff did recommend approval, with six conditions. Phillips said the applicant should be required to enter into an annexation agreement with the city; to comply with requirements from Northern Lakes Fire District; to dedicate a right of way on west Robison in accordance with the city’s transportation plan; to use the city sewer system; that an aviation easement over the entire lot be recorded; and that residential development be limited to base density of no more than four units per gross acre.

Council members unanimously voted to approve the annexation request.

The council also unanimously approved Airport Investors, LLC’s request to subdivide one 9.4 acre lot into an eight-lot, light industrial subdivision. The lot on the southeast corner of north Atlas Road and west Phantom Drive was annexed into the city in 1986, said Phillips, and lies vacant today.

Toni Hackwith of Anderson Brothers, CPA reviewed preliminary results of Hayden’s fiscal year 2017 financial statement audit. The state requires audits to ensure that municipal financial statements are free from material misstatements, said Hackwith. The audit results in two reports, one on the financial statement as a whole, and another on internal control over financial reporting. Various systems were tested, and no deficiencies were found, she said.
