CODE: How to go forward

Now that all the arguing is over comes the task of effectively implementing the program. It seems to me that there is a fairly simple way to do so that should satisfy (more or less) all parties.

1) Make the opt out a written process, so that it is a matter of public record.

2) When a homeowner opts out of the permit process, it should be a simple matter to attach that choice to the title to the property. That way, any future prospective buyer will know, and proceed to purchase the property at their own risk. This would have the effect of reducing the value/price of such property, much the same as a motor vehicle with a “branded” title, which has been a total loss or deemed to be a “lemon.”

3) The above would also affect financing decisions of mortgage lenders.

This way, there should be no surprises and everyone would get what they want. Homeowners have the freedom from what they may perceive to be excessive government involvement, and future buyers and lenders have protection from potential shoddily built structures.

Sounds like a win-win to me.
