NOTICE OF INTENT TO SUBMIT STATE PLAN AND 1915(b) WAIVER AMENDMENTS SOLICITATION OF PUBLIC INPUT Pursuant to 42 CFR ยง440.386, the Department of Health and Welfare is giving public notice of impending changes to the Idaho Medicaid State Plan and to its 1915(b)-waiver entitled "Idaho Smiles Dental Plan" for dental services. The Department initiated its tribal notification and discussion process in May with the Tribes of Idaho, in compliance, and with the provisions of section 5006(e) of the ARRA of 2009. The Department also assures these changes are in compliance with 42 CFR 440.345, and that individuals under twenty-one (21) years of age, pursuant to EPSDT, may receive additional services if determined medically necessary and prior authorized by the Department. PROPOSED CHANGES The Department intends to submit multiple State Plan Amendments (SPAs) to update the Alternative Benchmark Plans and the 1915(b) waiver to restore dental services for adults, aged 21 and over. The purpose of the SPAs and waiver amendment are to implement changes, as directed by House Bill #465 passed by the 2018 Idaho Legislature to restore preventive and restorative dental services. No public hearings have been scheduled at this time. Public notice of the proposed amendments will be published on or before June 1, 2018 in the newspapers of widest circulation in each Idaho city with a population of 50,000 or more. The public will be given the opportunity to comment on the proposed amendments for a period of at least 30 days. The SPAs will be submitted to the Centers for Medicare and Medicaid Services on or before September 30, 2018 and the waiver amendment will be submitted on or before July 1, 2018. PUBLIC COMMENT The Department is accepting written comments regarding these proposed amendments for a period of 30 calendar days.
