DUMP: A zoning question

I am a resident of Mill River in Coeur d’Alene. Within the past few months, Sage Trucking Company has been using their trucking school site as a dump. They have old containers, broken up cement and dirt piles, trash, tree branches, non-running heavy equipment, RVs, cars, debris from landscaping and various vehicle parts.

I have also noticed the group working on the Seltice Road improvement are parking on his lot. He is also allowing the new storm drain pipes to be housed on his property. Is he receiving special privileges from the city, or do zoning laws allow him to use a site in a residential neighborhood as a dump?
