NATIONAL FOREST STEWARDSHIP TIMBER SALE KOOTENAI NATIONAL FOREST THREE RIVERS RANGER DISTRICT The Kootenai National Forest is soliciting competitive offers for the OLY MOLY STEWARDSHIP PROJECT, which is located within portions of Sections 2, 4, 9, 10, 12, 13, 14 and 16, T32N, R34W; Sections 5, 6 and 7, T32N, R33W; Section 36, T33N, R34W; Sections 17, 18, 19, 20, 29, 30 and 31, T33N, R33W; PMM, Lincoln County, State of Montana. The Stewardship Project consists of an estimated 128,351 TONS (42,264 CCF) of sawtimber and 36,356 TONS (12,698 CCF) of non-sawtimber marked or otherwise designated for cutting and specific Stewardship Projects. The Contracting Officer at the Forest Supervisor's Office, 31374 Hwy 2, Libby, Montana, 59923, will receive Sealed Offers until 2:00 p.m. LOCAL TIME on December 13, 2016. The Forest Service will evaluate competitive offers submitted by offerors who present a proposal according to the information found under the section in the Solicitation titled "Instructions to Offerors." The annual fee for the .GOV domain name is $125 per year. PUBLIC WORKS - Approved the Right of Way Encroachment Application and Permit as well as the Agreement between the Idaho Transportation Department and Bonner County. The purpose of this permit and agreement is to provide a non-permanent shack and electricity to the Careywood Solid Waste Collection Site so that Bonner County may staff the site. Approved the ThyssenKrupp Elevator Americas proposal to modernize the Bonner County Prosecutor's office elevator in the amount of $108,271.00. Approved Resolution #16-68 authorizing Buildings and Grounds to carry over construction funds to their FY2017 Budget for the completion of the Prosecutor's office elevator project. Approved Resolution #16-69 authorizing the Clerk to open the Solid Waste budget and decrease the line item 0023-00- 0486-0002 Long Haul Operation by $110,000.000 from $1,259,174.00 to $1,149,174.00 and increase the line item 0023-00- 0405-0000 Salaries by $110,000.00 from $741,224.00 to $851,224.00. PARKS & WATERWAYS - Accepted the Garfield Bay community's donated fire pit as they placed it in the picnic area and to approve the Parks Department suggestion of constructing up to two permanent fire pits on the beach area above the high water mark. EMS - Approved the Business Associates Agreements for the Community Paramedicine program that will allow information regarding patient care to be shared between BCEMS, Family Health Center and Heart Clinics Northwest. I further move to adopt the following findings of fact and conclusions of law as written (or as amended). This action does not result in a taking of private property. Conclusion 1: The proposed comprehensive plan map amendment is in accord with the Bonner County Comprehensive Plan. Conclusion 2: Based on the location of the property, the existing uses within close proximity, the distance between neighbors due to State Highway 95 and the BSNF Right-of- Way, the Transition designation is appropriate for this area. ("Dex") submitted a Petition to the Montana Public Service Commission ("PSC" or "Commission") for Full or Partial Waiver of Commission Directory Rules ("Petition"). Specifically, the parties are seeking a waiver of Mont. Admin. R. 38.5.3336(1) (2016) ("Print Rule") and Mont. Admin. R. 38.5.3336 (3) ("Saturation Delivery Rule"). The Print Rule states that, "[a]n incumbent local exchange company must provide its customers telephone directories at regular interval..." "The Saturation Delivery Rule requires that "a copy of each directory shall be distributed free to all customers served by that directory". The Petition requests the Commission entirely waive the Print Rule and Saturation Rule, or, in the alternative, partially waive the Print Rule and Saturation Rule to permit compliance through the provision of digitally published directories, including online. The Petition states that any subscriber who makes a request for a print directory will still be able to receive a copy at no charge. On September 2, 2016 the Commission issued a Notice of Petition and Opportunity to Intervene. On October 5, 2016 the Commission granted intervention to the Montana Telephone Association, Bresnan Broadband of Montana, LLC, and the Montana Consumer Counsel. This Notice offers the intervenors in this docket the opportunity to comment on the CenturyLink QC and DEX petition. In addition, the Commission requests that the petitioners provide additional information on their specific plans for distribution of directories in Montana if the waiver is granted. In a conference call with staff and representatives of CenturyLink QC on September 7, 2016 the petitioners offered additional detail regarding these plans. Staff interpreted the comments to be that currently DEX publishes one type of phone book for its Montana markets. That phone book contains both the yellow and white page listings. As staff understands the future plan, DEX would continue to publish only the one type of book in Montana (both yellow and white page listings) if the waiver is granted. However, these directories would not be distributed in certain geographic areas of the state. Rather, CenturyLink customers in those locations could request a paper directory be delivered to them. Staff asks CenturyLink QC and DEX to confirm staff's understanding of the future plans and to correct any errors.
