USDA - Forest Service Idaho Panhandle National Forests Coeur d'Alene River Ranger District Shoshone County, Idaho and Lolo National Forest Superior Ranger District Mineral County, Montana The Idaho Panhandle National Forests (IPNFs) and Lolo National Forest (LNF) have announced availability of the Lookout Pass Ski Area Expansion Final Environmental Impact Statement (EIS) and Draft Record of Decision (ROD). The documents can be reviewed and downloaded at the project website: http://www.fs.usda.gov/project/?project=43757. The proposed project is located approximately 12 miles east of Wallace, Idaho on National Forest System lands within Shoshone County, Idaho and Mineral County, Montana. The EIS was prepared to disclose the anticipated environmental effects of a proposal from Lookout Pass Ski and Recreation Area (Lookout Pass) to expand its special use permit to upgrade and develop new lifts, ski terrain, parking, access roads, and guest service facilities. The Draft ROD describes the draft decision to implement Alternative 2 with modifications as the Selected Alternative. This project is subject to review and objection pursuant to 36 CFR 218 regulations. A written objection, including attachments, must be submitted to the reviewing officer within 45 calendar days following publication of this legal notice of the objection period in the Coeur d'Alene Press, which is the newspaper of record. USDA - Forest Service Idaho Panhandle National Forests Coeur d'Alene River Ranger District Kootenai County, Idaho The Coeur d'Alene River Ranger District of the Idaho Panhandle National Forests has announced availability of the Fern Hardy Supplemental Environmental Assessment (SEA). The SEA and associated documents are available on the IPNF web site (http://www.fs.usda.gov/project/?project=30074). In 2011, a project was initiated under Title I of the Healthy Forests Restoration Act (HFRA, PL 108-148). An environmental assessment (EA) analyzed effects of a no-action alternative and the Forest Service (FS) proposed action. A decision notice (DN) selected the proposed action alternative with modifications based on public comment, authorizing fuel reduction and stand improvement activities on a total of approximately 2,493 acres of NFS lands (along with associated road management activities) in the Fern Hardy Resource Area. The 13,300-acre Fern Hardy Resource Area is located in Kootenai County, Idaho, east of Coeur d'Alene, Idaho (T50N, R1W, Sections 28, 29, 32, 33, and 34; T49N, R1W, Sections 1-17 and 21; T49N, R1E, Sections 7, 8, 9, and 15-18; Boise Meridian). Most of the authorized activities were located within 1.5 miles of an at-risk community (the wildland urban interface, or WUI) as defined by HFRA; the remainder were located outside of the WUI. A subsequent court challenge resulted in a judgment requiring the FS to complete a supplemental environmental review including at least one additional action alternative. The court allowed all activities within the 1.5 mile boundary to go forward, as well as the associated road work outside the 1.5 mile boundary. All other activities (fuels reduction and stand improvement) outside the 1.5 mile boundary were enjoined until the court's requirements were met regarding an SEA. This SEA assesses potential effects of activities proposed in the 2,637-acre area outside the WUI (referred to as the Mason-Curran portion of the Fern Hardy Resource Area). Three alternatives were considered, including no-action, proposed action (141 acres timber harvest followed by prescribed burning, 141 acres tree planting, and 243 acres of additional prescribed burning), and modified action (24 acres timber harvest followed by prescribed burning, 141 acres tree planting, and 591 acres of additional prescribed burning). No road work would occur with either alternative. The opportunity to comment ends 30 days following publication of this legal notice.
