POLICE: Best way for safety

Regarding the law enforcement leaders seeing a need for a broader change in police training and culture … WITS, rather than weapons … whenever possible. Does that include Secret Service personnel who protect the President? I’ve never heard of “wits” stopping a bullet. That’s like a firefighter going to a fire and saying, “Stop, don’t spread any further.” Try telling criminals to use their “wits,” so it would save the lives of police officers or innocent bystanders.
