ARFEE: Who works for whom?

I recently saw a follow-up story on KHQ about the dog who was shot by the Coeur d’Alene cop. The reporter stated that there were labor laws that prevented the public from knowing the cop’s punishment. Last I knew the police are public servants. Why then is the public not allowed to know this cop’s punishment, if any? Another cop cover up?
