Are the laws the same for law enforcement officers and for citizens?

I have a concealed carry permit. If I were walking down a city street or through a parking lot and a dog in a parked vehicle barked and lunged at me (startled me, but didn’t injure me) and I shot the dog, could I be charged with a crime? If I were charged, my arrest record and police reports would be a matter of public record.

Chief White said that Officer Kelley’s actions were “not a reasonable use of force” and were “out of policy.” Reports pertaining to this are not a matter of public record.

Did Officer Kelley commit a crime or is he just “out of policy”?
