ELECTION: (In)competence in office

Let’s see now.

1. When and where should competence be a qualification for an “office holder?”

2. Who makes the decision as to qualification for the candidate? Sooner? or Later? Maybe too late?

3. What are the requirements to fill the office? Who says so?

4. Why is the “office,” as such, required in the first place?

5. What are the parameters of responsibility, in local plain language, of the officers and designated staff?
