Request for Professional Services Qualifications Supervisory Control And Data Acquisition (SCADA) Programming Notice is hereby given that the Hayden Area Regional Sewer Board (HARSB) invites interested and qualified firms to submit qualifications to provide Supervisory Control And Data Acquisition (SCADA) Programming services. The intent of this Request for Qualifications (RFQ) is to select one firm to provide the SCADA Programming for the Biological Nutrient Removal (BNR) Improvement project at the HARSB Wastewater Treatment Plant. HARSB is managed through a joint powers agreement between the City of Hayden, the Hayden Lake Recreational Water and Sewer District, and Kootenai County. PUBLIC NOTICE and REQUEST FOR PROPOSALS (RFP) Kootenai County will accept proposals from qualified firms for the management of Paratransit |Demand Response Services for the Transit System in Kootenai County's Paratransit service area until 1 December 2014. Proposals must be received in the Kootenai County Board of Commissioners office at 451 North Government Way - Kootenai County Administration Building, 3rd Floor, Coeur d'Alene, Idaho, 83814-9000, in sealed envelopes marked "Paratransit Service |Demand Response _ RFP 14-01" no later than 2:00 PM Pacific Time, Monday, 1 December 2014. The contractors should specify their official name in the lower left hand corner of the outside of said envelope. The technical proposal shall consist of all submissions relating to the performance of the Scope of Services excluding only the cost of said services. A detailed cost proposal for said services shall be submitted separately in a sealed envelope clearly marked "RFP Paratransit |Demand Service 14-01 Cost Proposal." The contractor should specify their official name in the lower left hand corner of sealed envelope. Failure to comply with this may result in a rejection of the entire proposal. Request for Proposal packages will be available on or after the 3 November 2014. Contractors may obtain the proposal package by e-mailing [email protected]. All questions or clarifications regarding the RFP or paratransit service should be submitted in writing to the same e-mail address. All responses will be e-mailed to firms that have received the RFP. Any agreement resulting from this RFP is subject to financial assistance agreements between Kootenai County and the Federal Transit Administration. The contractor will be required to comply with all applicable state and federal laws and regulations prohibiting discrimination in programs, activities, and employment opportunities. Kootenai County notifies all proposers that disadvantaged business enterprises will be afforded full opportunity to submit proposals in response to this invitation. In order to be eligible to submit a proposal, the proposer must not appear on the Excluded Parties List (www.sam.gov) of Persons or Firms currently debarred or suspended for violation of various public contracts incorporating Labor Standards Provisions. Kootenai County reserves the right to accept or reject any or all proposals or any part or parts thereof and to waive irregularities therein, and all proposers must agree that such rejection shall be without liability on the part of Kootenai County for any claim brought by a proposer because of such rejections, nor can the proposer seek any recourse of any kind against Kootenai County because of such rejections, and the filing of any proposal in response to this solicitation shall constitute an agreement of the proposer to these conditions. The term of the contract shall be for one year, commencing on the 6 day of January, 2015, unless sooner terminated or extended, in whole or in part, as provided in this contract. As per FTA requirements, the Grants Management Office will conduct a cost/price analysis at the end of each contract year. Kootenai County shall have the sole option to extend the contract for up to two additional one year periods, for a maximum possible contract term of three years. Each such option and extension shall be exercised at the sole discretion of the Kootenai County Board of County Commissioners. The terms and conditions of the contract, unless otherwise terminated or extended, shall remain in effect on a month-to-month basis during any time period not otherwise covered by the provisions of the contract.
