NOTICE FOR COMMENT USDA - Forest Service, Northern Region Idaho Panhandle National Forests Bonners Ferry Ranger District Boundary County, Idaho Hellroaring Project Environmental Assessment The Idaho Panhandle National Forests is proposing to conduct a variety of forest resource management activities on National Forest System lands within and around the Hellroaring and Little Hellroaring Creek drainages within the Bonners Ferry Ranger District. The project area is located on the south side of U.S. Highway 95 about 4 linear miles southwest of Eastport, Idaho and the U.S.-Canada border. The project area boundary encompasses about 9,600 acres within all or portions of T64N, R1E, Sections 1 - 3, 11 - 13; T65N, R1E, Sections 35 and 36; T65N, R2E, Sections 28 - 34;T64N, R2E, Sections 3 - 9, 16 - 18, Boise Meridian. Proposed activities include vegetation management and fuel reduction activities, as well as activities to manage noxious weeds, roads, motorized trails, big game forage, fish passage, and scenery. The proposed action would implement vegetation treatments on a total of about 2,765 acres. The treatments include approximately 1,238 acres of seed tree and shelter wood treatments, 115 acres of group selection treatments, and 1,412 acres of pre-commercial thinning. Commercial timber harvest would be accomplished using ground-based systems (approximately 491acres), skyline yarding (approximately 424 acres), or a combination of the two (approximately 171 acres) and helicopter (266 acres). Precommercial thinning (1,412 acres) would involve using chainsaws by hand. Proposed road activities include road reconstruction and maintenance on about 30 miles of existing roads. These activities would include clearing brush from the road shoulders to improve sight distance, blading and shaping the road, cleaning ditches, improving drainage structures, and adding gravel to the road surface. The existing gravel pit located on Gillon Creek, NFS Road 273 just north of the project area would be used as a gravel source for this project. Crushing and hauling activities would occur for a few months while the project roads are being reconstructed. No new road construction or road decommissioning is proposed. Road storage involving culvert removal is proposed on approximately 5.2 miles of road spurs and some old brushed-in roads are proposed to be converted to ATV or motorcycle trails.
