HYDROS: Reap what you sow

Cause and effect: The rules are simple. Permits are due by a certain date. Debts need to be paid before asking for more money. The reason (effect) that the hydroplane boats may not put on a show here is not because of the sheriff. The sheriff is not the one who did not adhere to the deadlines or pay previous debts (the cause). The sheriff’s job is to uphold the laws and rules the same for all; he did his job.
