CDA: Lid not flat? Prepare for a slap

I do not know if I have not paid attention in the past, but our bill from the city for the water, sewer, street lights, garbage, etc., arrived recently and I noticed a charge for $1.60 for EXTRA garbage. We knew that you would be charged if you had extra bags out for them to pick up, but we were told that this charge is because the lid is not down flat!

When the new barrels were issued we were not told that the lid had to be flat.

Check your bills. $1.60 a house per month adds up to a lot of money for the city — but, oh yeah, they need money for another park project.
