LIGHTS: Feeling blue in Post Falls

Blue lights? What’s up with the blue lights on top of the new street lights on Spokane Street between I-90 and the Spokane River?

Do they have a significance? Or are they just supposed to be decorative? I think they look kind of strange. A blue shaft of light atop each pole just looks weird!
