PROTOCOL: Police perspective wanted

In her letter of Aug. 8, Daphne Goodson asked if it were protocol to shoot to kill. Yes. If death isn’t justified, then the officer should not shoot at all.

Many citizens ask this and similar questions such as why the officers don’t fire warning shots, or just wing them. Would someone who is currently a law enforcement officer please write and answer this question for Daphne and other citizens?
