Stay true to your principles, Councilman Adams. The U.S. Constitution, as you are apparently aware, gives the federal government very limited powers. Their getting involved in local matters (e.g. police, education, etc.) is not authorized. The closer to home the policies and budget decisions are made, the more in control the populace is. To the rest of you Coeur d’Alene politicians and regular folks, don’t take the bait. That which the feds fund, the feds control. Be wary of big government; it’s not your friend.
