COINS: No gold for investigators
According to the Press article about CoiNuts last Saturday, the police and prosecutor have taken the tack that Mr. Mitchell did not commit a crime because they could not prove “intent.” All this while having a stack of complaints six inches thick.
I am not a lawyer, but it seems to me, as a reasoning adult, that in that stack, there are going to be a lot of complaints alleging the same modus operandi over and over. It seems to me that a good investigator and prosecutor ought to be able to take those complaints and use them as a sound basis of circumstantial evidence that Mitchell(s) intended to defraud these people and bring charges against him/them. Not doing so might lay open the city and county to some liability claims for failing to take action.
