WATER: Rules apply to all

Pinehurst has a water restriction going on now. On my bike ride, the short route I take, there were three homes with their yard sprinklers going. It was 3 in the afternoon. Do these people think the rules don’t apply to them, or can they not read? Everyone else obeys the rules, and their yards and gardens are burning away. Just saying.
