DOGS: Leash them in public

After reading the article "Attacked" on Jan. 13, I have decided to share my opinion that all dogs should be on a leash in public areas.

For people who have a fear of dogs like me, it is terrifying to hear of two pit bulls attacking an innocent woman and her service dog. Therefore, for the safety for all people, it should be required for all dogs to be on a leash while in any public area.
