STIMULUS: Idaho sitting on jackpot

Having not heard or read how Idaho used their Federal Stimulus Funds to relieve unemployment, I turned to the Web for information. What I found was quite a surprise - "Idaho is sitting on $2.3 million of Federal Stimulus Funds."

The question now is, "why?"
