BIKER: Spell out the law, please

Just got done reading "Biker hit by car receives citation." Douglas Airhart is obviously an accomplished attorney. He states "Bikes have the right of way PERIOD." Maybe he could point out to me, a layman, where that is stated in the vehicle code?
