REQUEST FOR COMMENTS UPPER LOCHSA LAND EXCHANGE Supplemental Draft Environmental Impact Statement Nez Perce - Clearwater National Forest The Supplemental Draft Environmental Impact Statement (SDEIS) for the proposed Upper Lochsa Land Exchange is available for public review and comment. The SDEIS is available online at http://www.fs.fed.us/nepa/project_content.php?project=26227 and is available for review at local Forest Service offices and local libraries. The USDA Forest Service proposes to exchange National Forest System land located on the Nez Perce ? Clearwater and Idaho Panhandle National Forests for approximately 39,371 acres of Western Pacific Timber, LLC (WPT) land all located in northern Idaho. The WPT lands are checkerboard lands located near the Idaho/Montana border intermingled with the Clearwater National Forest near Powell, Idaho. The purpose of this proposed project is to consolidate land ownership in the Upper Lochsa River drainage to provide more efficient and effective natural resource management. This purpose can be achieved by exchanging parcels of National Forest for WPT lands or purchasing land from WPT. A Draft EIS that analyzed five alternatives for exchange was issued for public review and comment on November 22, 2010. In response to comments received on the Draft EIS the Forest Service has analyzed an additional alternative (Alternative F) in the Supplemental DEIS. Alternative F identifies 45,043 acres of National Forest land within Idaho County for potential exchange. The federal lands consists of parcels located on the Nez Perce National Forest and are generally described as three tracts of land located to the east and to the south of Grangeville, Idaho and two tracts of land located to the northwest of Riggins, Idaho. These five tracts of land are relatively large, ranging from 3,200 acres to nearly 20,000 acres. The Responsible Official will consider all public comments before making a decision. The Forest Service will accept comments on the SDEIS for 60 days beginning on November 18, 2011, the day the EPA published a Notice of Availability in the Federal Register. Therefore, to ensure the consideration of your comments they must be postmarked or received on or before January 17, 2012. In order to retain administrative appeal rights you must provide timely written, oral or electronic comments during this 60-day comment period. Written comments should be mailed to Teresa Trulock Project Manager, Upper Lochsa Land Exchange, Kamiah Ranger Station, 903 3rd Street, Kamiah, ID 83536. Oral comments can be provided during normal business hours by telephone to the Project Manager at (208) 935-4256. Electronic comments must be submitted as part of the actual email message or as an attachment in a format such as plain text (.txt), rich text (.rtf), Microsoft Word (.doc) or (.docx) or portable document format (.pdf) to: [email protected] . Email comments must include the commenter's name, and the words "Land Exchange" should appear in the subject line of the message. For electronically mailed comments, the sender should normally receive an automated electronic acknowledgement from the agency as confirmation of receipt. If the sender does not receive an automated acknowledgement of the receipt of comments, it is the sender's responsibility to ensure timely receipt by other means. Emails submitted to email addresses other than the one listed above, in other formats than those listed, or containing viruses will be rejected. It is important that you provide comments at such times and in such a way that they are useful to the agency's preparation of the EIS. Therefore, comments should be provided prior to the close of the comment period and should clearly articulate your concerns and contentions. The submission of timely and specific comments can positively affect your ability to participate in subsequent administrative review or judicial review. Comments received in response to this solicitation, including names and addresses of those who comment, will be part of the public record for this proposed action. Comments submitted anonymously will be accepted and considered; however, anonymous comments will not provide you with standing to participate in subsequent administrative review or judicial review. Those who provide comments during the comment period are eligible to appeal a decision on this project under 36 CFR 215.13, as published in the Federal Register regulations. Questions and requests for further information should be directed to the Project Manager, Teresa Trulock, at (208) 935-4256. Legal 4235 November 25, 2011
