USDA - Forest Service Idaho Panhandle National Forests Coeur d'Alene River Ranger District Shoshone County, Idaho The Coeur d'Alene River Ranger District of the Idaho Panhandle National Forests is seeking comments on a proposal to allow the Panhandle Nordic Ski Club to continue winter activities in the 4th of July Cross-Country Ski and Snowshoe Area located on National Forest System lands south of Interstate 90 at 4th of July Pass. The Nordic ski and snowshoe trail system is located within the South Fork Cedar Creek drainage (T49N, R2W, Sections 1, 2, and 11-14, Boise Meridian). Under this proposal, an area closure would continue to prohibit use of over-snow motorized vehicles to protect groomed routes and increase public safety. Road 614 (from Rose Saddle to the winter parking area at 4th of July Pass) and Road 918 would be closed to oversnow- and wheeled-motorized traffic during the winter months when the routes are groomed for Nordic ski and snowshoe use (they would remain open to wheeled motorized traffic the remainder of the year). To facilitate the seasonal closure, a gate would be installed on the north end of Road 614. A Special Use Permit would be issued to the Panhandle Nordic Ski Club authorizing specific existing structures. An existing kiosk would be torn down; two outhouses would be repaired or replaced. Minor repairs would be made to the wood-framed vault outhouse, warming huts, grooming equipment shelter and picnic shelter, as needed. Trails would continue to be cooperatively managed and maintained by Idaho Department of Parks & Recreation, the Panhandle Nordic Ski Club, and the Forest Service through a Challenge-Cost Share Agreement that provides funding for trail maintenance.
