POLICE: Question service to public

I'm writing regarding the Coeur d'Alene police officers and their response to the treatment of civilians in everyday activities. There seems to be high discontent to the people and how the police respond to them. In the last few involvements I have had with the police department indirectly, there always seems to be obsessive force; there seems to be a lot of interference in obtaining information from the police department. Is this normal for Coeur d'Alene police to do this?
