COLD: Factor in the wind-chill

We the people of Coeur d'Alene that are homeless and are trying to better ourselves are disgusted with the democracy of the City Council that can't include a wind chill factor for people out here who have to suffer and risk death and hypothermia. We have nowhere else to go. Thank you for your concern. Please open the warming shelters at 30 degrees and recognize the wind chill factor!
