VEHICLE: City has expensive wheels

On Tuesday, Dec. 6, I was in Post Falls in mid-afternoon and at a traffic light was behind this white car, license number C 16736. After some research I learned the car is a Post Falls city vehicle. But what made me wonder was that this was not a Crown Vic or average model of Chevrolet or Dodge; it was an expensive Lincoln. Now how does the city of Post Falls afford a car of this type?
