McEUEN: Money often restricted use

Diane DePriest feels that Coeur d'Alene should spend its money on other services to assist the less fortunate in these troubled times. Nice thought, but it won't work. Government agencies are restricted to the use of many of its funds. I too was naive about government spending until I worked for both county and city governments. There were many times I had to educate citizens as to where money came from, why it was being spent in a particular manner and why it could not be spent on other things.
