JOBS: Ideas for greater efficiency

Your editorial of April 8 had many good points with its telling figures about the ratio between manufacturing jobs and government jobs reversing positions since 1960. Why doesn't Congress look at making departments more efficient as well as cutting the money to the recipients of programs? It would take a longer time and might entail money for consultants at the outset but if growth were then capped, it would have a good impact. Could the government also limit the wages and benefits of government employees rather than fight the unions?
