PLATES: Replacement is a waste of money

I needed to renew the license plates on our two vehicles recently and was told by the DMV that my license plates, since they were now seven years old, were up for replacement.
I couldn't help but wonder why a state (or any state for that matter) facing immense budget constraints would waste taxpayer money on replacement of license plates that have absolutely nothing wrong with them. Am I the only one that thinks this is crazy?
How much cheaper would it be for the state to simply issue a renewal sticker versus the cost that it is bearing to completely replace perfectly good license plates? Add this to the ever-growing list entitled: "You've got to be kidding me."
