USDA - Forest Service Idaho Panhandle National Forests Coeur d'Alene River Ranger District Kootenai County, Idaho The Coeur d'Alene River Ranger District is proposing management activities in the Fern Hardy Resource Area to reduce hazardous fuels, establish healthy and resilient forests, and to maintain and improve dry site habitat components. The Forest Service will host an open-house meeting on Tuesday, April 20, 2010, at Canyon Elementary School, E. 27405 School House Loop, near Cataldo, Idaho. Project team members will be on hand from 5:00 to 7:30 p.m. to provide information and answer questions regarding the Fern Hardy Project. The 13,300-acre Fern Hardy Resource Area (T50N, R1W, Sections 28, 29, 32, 33, and 34; T49N, R1W, Sections 1-17 and 21; T49N, R1E, Sections 7, 8, 9, and 15-18; Boise Meridian) is within the Coeur d'Alene River Ranger District. Under this proposal, activities would occur on National Forest System (NFS) lands in the Mason, Curran, Rantenan, Bentley, and Fern Creek drainages, all of which drain into 4th of July Creek and on into the Coeur d'Alene River. Activities would also occur on National Forest System lands in the Hardy and Hayden Gulch drainages, which drain into Mission Slough. The Fern Hardy Resource Area, adjacent to private land, homes, and community infrastructure, is within the wildland-urban interface (WUI) as defined by the Kootenai County Fire Mitigation Plan (2006). The Fern Hardy Project will be completed using the authority of the Healthy Forests Restoration Act of 2003 (HFRA), Public Law 108-48. Projects authorized under the HFRA are not subject to notice, comment and appeal provisions pursuant to 36 CFR 215. However, they are subject to the Predecisional Administrative Review Process (referred to as the "objection process") pursuant to 36 CFR 218, subpart A. Objections will only be accepted from those who have previously submitted written comments specific to the proposed project during scoping or other opportunity for public comment (36 CFR 218.6).
